Emirates News Agency – UAE President issues law changing ‘National Archives’ to ‘National Archives and Library’

ABU DHABI, 17th January, 2022 (WAM) — President His Highness Sheikh Khalifa bin Zayed Al Nahyan has issued Federal Law No. 13 of 2021 amending certain provisions of Federal Law No. 7 of 2008 on National Archives.

In accordance with article 1 of the law, the “National Archives” are replaced by “National Archives and Library. According to the same article, the “National Archives and Library” aims to collect and oversee the preservation and archiving of documents in accordance with international best practices. in a manner that ensures the public interest and helps to promote cultural and historical awareness as well as to enable researchers and stakeholders to use the information and material contained in the National Archives and Library and to facilitate the learning of international and national intellectual and technical productions. the National Archives and the Library seek to revive the intellectual and cultural heritage in all its forms and to facilitate its learning and its benefits.

In accordance with Article 4, the National Archives and the Library have the mandate to protect intellectual productions against all types of damage and loss and to preserve them for future generations. In this respect, the National Archives and the Library are responsible for collecting, receiving, acquiring and documenting intellectual material in accordance with the articles of this law, including the collection and documentation of recorded archival material as well as the preservation and facilitating their use while employing relevant scientific methods and techniques. . The National Archives and Library is also responsible for collecting all documents of interest to the history of the United Arab Emirates and the Arabian Peninsula from inside and outside the country or copies thereof.

The National Archives and Library is also responsible for preparing and publishing research papers and studies aimed at highlighting and highlighting the historical and national values ​​and gains of the UAE, as well as enabling researchers and stakeholders to benefit from the material acquired by the National Archives. & Library. This is in addition to the organization of seminars, conferences, training programs and workshops inside and outside the country so as to achieve the objectives of the National Archives and the Library in collaboration with the competent authorities.

The National Archives and the National Library are also responsible for contributing to the establishment of a national information system by developing national plans and policies that regulate the management of libraries and information centers and ensure the organization bibliography of the national intellectual heritage using international numerical criteria with the aim of establishing the national bibliography and uniform indexing. The National Archives and Library also seek to establish reference files and participate in similar projects and initiatives at regional and international level as well as to collect publications produced by regional and international government departments in coordination with relevant authorities.

The law provides definitions for the National Information Center, Bibliography Rules and Guidelines, National Bibliography, Reference Files, General Information Library Network and ISBN. In accordance with the law, each publisher or author must leave a free copy, or more, of one of his publications with the National Archives and the National Library when issuing his ISBN before publication.

Section 4 of the Act supersedes Clause 10 of Section 9 of Federal Law 18 of 2016 on Reading. All provisions contrary to the provisions of this law are deemed repealed.
